As a former Assistant City Manager and Community Development Director for the City of San Luis Obispo, Michael has a proven track record across a wide range of projects. Now, Michael is focused on identifying and implementing strategies to help teams and individuals successfully implement projects and achieve their goals.

Morro Bay City Council Goals
EMBC is facilitating the 2025 Council Goal Setting Process. The project includes detailed analysis of community satisfaction survey results, facilitating a community forum with active participation, including live polling, and facilitating the City Council’s goal setting workshop.

Margarita Area Specific Plan
The City of San Luis Obispo is updating its Margarita Area Specific Plan. EMBC is evaluating opportunities for Missing Middle Housing in the area and serves as the development lead for the team. EMBC is a sub-contractor to Rincon Consultants in this effort.

Upper Monterey Area
EMBC is performing public outreach and engagement for the City of San Luis Obispo to gain community feedback about the Upper Monterey Area. This work will include recommendations for policy updates and essential components of a future area plan.
